I noticed that it was quite a long wait time to create a new topic. Possibly consider reviewing the wait time to ensure that it doesn't discourage members from posting new topics on the forum.
From the time I created another topic and started working on this one and finished it with enough time to type it and click post thread, I was still met with the following message:
"You must wait at least 94 seconds before performing this action. "
