Does the zodiac sign have an effect on a person?

In my opinion, it does not always affect people and a person cannot depend on the zodiac sign, but it is not always because my sister has a Libra zodiac sign and it affects her a lot because it is very difficult for her to make a decision and make a choice even between two options
